    • A two-stage ODNI briefing that reversed itself. His first ODNI briefing concluded "we've not found any evidence of anything"; ODNI then "called me in two months later to say… we have had an experience that we cannot deny" — tied to the Western-US military-facility "glowing orbs / plasmoids" event. A specific, checkable-in-principle claim of an intelligence-community about-face (still relayed, classified, unverifiable from outside).
    • FBI footage at residential locations. He says the FBI provided footage from "residential locations where their field agents have responded to reports and… see them themselves" — the same plasma orbs — and briefed Congress with those videos; he is "not certain" whether the FBI was also at the Western military facility. New specificity on a previously vague claim.
    • The 1952 reel-to-reel, confirmed. MIT Lincoln Lab confirmed a 1952 reel-to-reel audio file exists (a USAF general seeking MIT scientists' guidance on the 1952 Washington overflights) and is "in the process of declassifying it"; he says the EO 25-year auto-declassification "we've not found that to be the case… you've got to force it."     • Stephen Miller, on the record. Asked where Trump stands, he says the WH "assigned this to Stephen Miller… a pit bull," won't accept "half measures." This puts the Miller link (previously only unconfirmed second-hand, above) on camera in Burlison's own voice. An August 11 official State Department clip independently strengthens the assignment claim: Marco Rubio says he surrendered his UAP portfolio to someone Katie Miller knows well, who is "very much in charge," then says "Stephen's on that case now."   1. Real institutional leverage, used concretely. A House Oversight member who forces verifiable material into the open — hearing-presented footage, document-preservation letters to a federal contractor, NARA coordination, and the credible Speech-or-Debate mechanism. This is oversight action, not just narrative.
  2. Produces checkable artifacts (the Yemen video, the identified 1952 Ruppelt film) rather than unfalsifiable claims — the opposite of the pure-advocacy floor.
  3. Self-described skeptic, not a believer-advocate. In his own words (../raw/transcripts/burlison-mit-lincoln-2026-whisper): "I'm a skeptic, Jesse. I'm still a skeptic, but I'm doing my job. I'm on oversight. I'm following the investigation where it takes me… just trying to stick to the facts." And he is calibrated on the footage — of the 52 classified videos he, Luna, and Burchett were briefed on: "some of them are clearly balloons or birds, but there's also some things in there that are very interesting," with an explicit "I don't want to get people's hopes up."
