Majestic Documents Source S-1 revealed: CIA's Newton "Scotty" Miler


A recently unredacted cover letter for the "Burned Memo" appears to be from James Angleton's "Right-Hand Man" - a heroic whistleblower that wanted the truth to come out.

Prolific UFO researchers Kellie Hughes, Sam Milodragovich and Rennie Fletcher have recently obtained an unredacted copy of the cover letter that accompanied the infamous “Burned Memo” from Majestic Documents custodian Ryan Wood. The details revealed in the unredacted portions now appear to confirm with high confidence that the heroic source who snatched the partially burned document from the incinerator was CIA Counterintelligence and Special Investigations Group Chief Newton “Scotty” Miler.

Miler was CIA Director of Counterintelligence James Jesus Angleton’s right-hand man, at one point taking the stand alongside Angleton to give evidence before the Church Committee in January 1976.

Miler’s career with the CIA started with the precursor Agencies in early 1947, and his meteoric rise saw him become one of the youngest Chief of Stations in CIA history.

In 1959, the Chief of CI Operations, James Hunt, recommended that the young up-and-comer who was stationed in East Africa, be given a grade increase.

In late 1960, Miler began to work directly for Jim Angleton as the political situation in Ethiopia rapidly deteriorated. Angleton was revered in that country at the time as a hero because he had assisted in the repatriation of the Imperial treasures looted by Mussolini in the 1930s, during his tenure in the immediate aftermath of WW2 as the senior OSS / OSO official in Italy and The Vatican.

The Cover Letter

Kelly Hughes from the FrightDay Podcast recently drove from Montana to Colorado with husband Sam Milodragovich to meet with Ryan Wood. I informed Kelly that I would be interested to see the unredacted letter that Miler had given to original custodian Timothy Cooper, who had redacted certain details to protect Miler’s identity when the letter was first published in 1999.

It was the explanatory note that accompanied the controversial “Burned Memo”, which implicated the Majestic-12 group in the murder of President John F. Kennedy - whose Secret Service codename was “LANCER”.

The cover page has “DO NOT REMOVE FROM SAFE - inventory of JJA”. It is well known that Angleton maintained his own files, independent from the CIA Central System repository. When Angleton was forced to resign by DCI William Colby in December 1974, Miler and Raymond Rocca, the Counterintelligence research Chief, also resigned. All three were maintained as consultants for another 12 months, as Colby was concerned that Angleton may commit suicide. Colby had long been considered a Soviet mole by the three men, as reporter Edward Jay Epstein discovered when he interviewed Miler in 1976.

Miler remained bitter at the way their carefully constructed CI division had been systematically dismantled in the aftermath of the Church Committee Hearings by Colby; he said as much at the 1985 annual conference of the Association of Former Intelligence Officers.

The previous year, Miler had begun to see the shenanigans of the Air Force Office of Special Investigations (AFOSI) operator Rick Doty and his disinformation campaign within the UFO community - specifically targeting researcher Bill Moore. Using the address of his old covert Postal Box 189 in Addis Ababa, Miler and a few of his old CI colleagues (Thomas Cantwheel and his “daughter”, Salina) decided to set the record straight and began to trickle the documents he had in his possession out to researchers like Stanton Friedman, Jamie Shandera and Tim Cooper.

When Angleton died in 1987, Miler was responsible for going through the old spy’s “Yellow Files”, which included the Burned Memo. These were kept “offsite”, so most of them needed to be destroyed to cover the CIA’s tracks.

I believe with a medium confidence that Salina was in fact CIA Counterintelligence operative Ann Lorene Goodpasture, who was in charge of covert operations at the CIA Mexico City Station in the 1960s. Goodpasture was born in the town of Celina, Tennessee in 1918 - hence the cover name.

It was Goodpasture who deliberately destroyed the voice recordings of the imposter masquerading as Lee Harvey Oswald in late September / early October 1963, before the FBI could use them to compare known voice recordings of Oswald from his arrest in New Orleans the previous year.

Although Miler did not provide the bulk of the Majestic Documents, he did write some interesting essays to explain the situation between the government and UFOs. For instance, this remark regarding former President Harry S. Truman terminating an interview by the FBI when questioned about certain subjects of a “Special Inquiry” are backed up by official, declassified files. The FBI memo below is addressed to AFOSI and relates to something about “former Presidents” and has “Notes on Yellow”, and also noting that the USAF informant “has no indication he is suffering from any mental disturbance” - which in turn is a clear indication that this report subject matter is UFO related.

A few months later, former President Harry S. Truman is interviewed by Special Agent in Charge of Kansas City, Missouri in relation to “special enquiry matters”. As the report states, “Mr. Truman most cordial until purpose of interview explained, whereupon his manner became very brusque” and subsequently terminates the interview.

This is very interesting, because Miler’s essay “Unidentified Flying Objects, The CIA and Congress” directly references the events that take place during this interview.

Recalling the date from memory in 1999, Miler may have confused the year of the interview (December 1960) with the explosively scathing article Truman wrote exactly one month after JFK’s assassination, entitled “Limit CIA Role to Intelligence” (December 22, 1963).

The “Important Memo”

The most disturbing essay by Miler is the so called “Important Memo”, where he describes the past, present and future of human interaction with EBEs - Extraterrestrial Biological Entities - and it isn’t a happy ending for our species.

It touches on the Bluegill Triple Prime shootdown during the Cuban Missile Crisis that I have reported on elsewhere, when Angleton was forced to brief President Kennedy of the Alien Presence because of the US Navy salvage operations to recover the downed craft (Rear Admiral Tim Gallaudet (Ret.) and his retired USN Diver wife Caren Gallaudet have assisted my research in proving such a mission happened, through official ship and diving logs). Continued stonewalling of the subject by the CIA after this event would have seen Kennedy make good his threat of “splintering the CIA into a thousand pieces”. After the visit to Sandia Laboratory on December 7, 1962 to observe the debris recovered and the underwater footage, JFK’s science advisor Maxwell S. Hunter proposed a joint US-Soviet Lunar mission during the Basic National Security Planning meeting on May 31, 1963, which ultimately resulted in the National Security Action Memorandum 271 being issued on November 12, 1963 - “Cooperation with the USSR on Outer Space Matters”, whilst Angleton received the memo on the same day directing him to share the CIA’s UFO data with the Soviet Academy of Sciences. This Majestic Document is the one with “Response from Colby - Angleton has the MJ Directive” scrawled in the margins. Miler states in the Important Memo that Colby’s death less than a month after this document hit the Internet was no accident - as Gordon Novel said, “Bill Colby drowned in three feet of water”. Ashe was the only person named in that memo that was still alive at the time, the Deep State decided he needed to be silenced.
