Borland is one of the named Sept 2025 House Oversight whistleblowers, and a clean study in holding a witness's halves apart: a specific firsthand account given under oath, wrapped in undocumented program claims and a Corbell-amplified exotic codename he won't actually assert himself.

The firsthand core (the creditable part)

Under oath (9 Sep 2025), Borland described a single, narrow event: stationed at Langley AFB running 24-hr manned/unmanned ISR for SOF, summer 2012, ~0130, he says he watched an ~100-foot equilateral triangle fly from near the NASA hangar to within ~100 feet of him — silent, no wind/kinetic disturbance, "fluid or dynamic" surface, interfered with his phone, then ascended to "commercial jet level in seconds." This is the framework's preferred shape — specific, datable, falsifiable-in-principle, and made at perjury risk — and it's the strongest thing in his file. The caps: it is single-witness and unrecorded (no instrument capture; his presented evidence is his own drawings, per his interviews), so it carries the standard uncorroborated-experiencer discount.

The insider claim (asserted, undocumented)

He further testifies he was "exposed to classified information from the UAP legacy crash retrieval program" via a sensitive SAP position, and that intelligence officers approached him citing program misconduct. This is the broad, narrative-shaped half — asserted firsthand but undocumented and unverifiable (no documents, no named corroborators), and it carries no independent weight.

The retaliation (checkable in principle)

His most distinctive claim is sustained reprisal over a decade — career obstruction, clearance denial, blacklisting from intel work (he is now unemployed), VA medical malpractice, and denial of his Air Force work. One escalation is uncorroborated: he says "the police told me in confidence that my brake lines were cut," but no official police report confirms it. The retaliation pattern is the part most amenable to documentary checking (employment, VA, clearance records) and is where his account could be substantiated or undercut.

The "Project Rubik's Cube" overlay (Corbell-relayed, not his)

The lurid material attached to his name in 2026 — "Project Rubik's Cube," a pyramid/gold-plasma-triangle NHI power source, a hieroglyph in his closed-door ICIG testimony — is not in his sworn public testimony. It comes from Corbell (relaying an anonymous ODNI source); asked directly, Borland gave the legally-constrained "I can neither confirm nor deny." The chain is anonymous source → Corbell → public statement → Borland non-denial (see ../queries/2026-05-16-project-rubiks-cube-references); the codename has no prior published existence. Weight it as Corbell's claim, not Borland's — a non-denial is not a confirmation.

An August 2026 Liberation Times report changes one part of that chain. Christopher Sharp says Borland corroborated that classified whistleblower testimony was intentionally disclosed to Corbell. This is stronger than the May public non-denial as support for the alleged disclosure event, but the article gives no direct Borland quotation, document, classification marking, or account of which details he confirmed. It does not report that Borland publicly confirmed the Rubik's Cube codename, the pyramid-power-source claim, or the testimony's substance.

The ICIG response obtained by Sharp is procedurally important but similarly narrow. The office said it was aware of a recent public claim, restated its legal duty to protect confidential whistleblowers, and said an unauthorized disclosure may warrant removal or referral to the FBI or another authority. It explicitly declined to confirm Borland's testimony or any investigation. No completed FBI referral was announced.

How to weight him

Hold the halves apart. The Langley triangle is a credentialed witness's narrow, sworn, firsthand account, creditable for what it is: one unrecorded single-witness sighting evidenced by drawings, not zero and not proof. The "legacy program exposure" is undocumented assertion. The retaliation is checkable in principle and his most substantiable line. The Rubik's Cube exotica remains Corbell-relayed. Sharp's report adds journalist-mediated support for an alleged breach of Borland's testimony, not independent support for the program's existence or contents. Net ~40: above the non-testifying claimants for the credentials and sworn firsthand specificity, below the senior insiders (Grusch ~50) on rank, corroboration, and the absence of any physical or instrument evidence, and well clear of crediting the codename lore his public profile now leans on. The usable rule is to cite Borland for the Langley 2012 firsthand triangle, sworn and single-witness, treat his program exposure as unverified, and treat the "Rubik's Cube" material as Corbell's unless Borland makes a direct attributable statement.

  • Obtain a direct attributable statement from Borland identifying what testimony he says was disclosed and how he knows the disclosure came from ODNI or ICIG.
  • Determine whether the ICIG opened an investigation or made an FBI or other investigative referral. The August statement does not confirm either action.
