[00:00:06.400] rounds. And on the surface, it sounds
[00:00:08.000] kind of huge. On the surface,
[00:00:11.599] Dr. Janice Vilhower, a member of the
[00:00:13.759] government's new UAP Science Advisory
[00:00:17.680] Council, says that the council met at
[00:00:20.320] the office of the Director of National
[00:00:22.880] Intelligence, that's ODNI,
[00:00:25.199] on August 31st, as as I'm speaking just
[00:00:27.519] a little over one week ago. And during
[00:00:30.800] that meeting, according to Velhau,
[00:00:34.800] the they were told that the United
[00:00:36.480] States government has a preparedness
[00:00:38.399] plan in the event that nonhuman
[00:00:41.520] intelligence is confirmed. And she also
[00:00:45.040] says that the United States is prepared
[00:00:46.800] to take an international role in this.
[00:00:50.480] So that's all interesting. That gets
[00:00:52.000] your attention. Uh Vilhower attached her
[00:00:54.719] name to this account. So, this is not
[00:00:56.559] just an anonymous rumor. Like, she's
[00:01:00.160] identified the setting uh and the group
[00:01:02.640] that received the briefing. So, this is
[00:01:06.080] a little more interesting than like the
[00:01:07.680] the typical anom anonymous rumor that
[00:01:09.680] you'd get floating around Washington or
[00:01:12.720] uh the UFO community for sure.
[00:01:16.960] Even so, a couple of things. So, first
[00:01:18.799] of all, we haven't seen the plan. We
[00:01:21.280] don't know who wrote this plan. We don't
[00:01:23.520] know which agencies
[00:01:25.520] participated in it. Uh we don't know
[00:01:28.400] that what what would activate it. We
[00:01:30.320] don't know whether it says that
[00:01:32.079] non-human intelligence is actually real.
[00:01:35.280] Like that last point. So you can have a
[00:01:38.000] contingency plan for what the government
[00:01:41.680] might do if NHI, non-human intelligence,
[00:01:45.920] is someday confirmed.
[00:01:48.320] That's a little different from a
[00:01:49.680] government document, a document
[00:01:51.600] acknowledging that NHI has already been
[00:01:55.439] confirmed. So those are two different
[00:01:56.560] totally different things. And right now
[00:01:58.240] we don't really know what what what's
[00:02:00.000] going on with all that. So what we have
[00:02:01.840] is Vilhower's account of what the
[00:02:04.320] council was told. So okay,
[00:02:07.200] so something is happening. I guess we
[00:02:08.959] can say that. Uh we certainly cannot say
[00:02:11.920] that this currently deserves the word
[00:02:14.160] disclosure.
[00:02:16.080] Um but this story did not appear out of
[00:02:18.000] nowhere. So there's been a series of
[00:02:19.760] developments during the last few months
[00:02:22.400] and I would like to review some of these
[00:02:24.800] developments just a little bit with you.
[00:02:26.560] So back in June, the government created
[00:02:29.680] uh an inter agency UAP governance board.
[00:02:35.120] So that's another new acronym for us. A
[00:02:37.280] UAP governance board. Uh, an ODNI
[00:02:39.840] official confirmed this to Christopher
[00:02:42.879] Sharp of the Liberation Times. And, uh,
[00:02:46.319] here's a couple of Chris's articles on
[00:02:47.920] this. The one on the left is the one
[00:02:50.480] that discusses this. Uh, according to
[00:02:53.120] that official, the board brings together
[00:02:56.000] the military, uh, law enforcement, the
[00:02:59.840] intelligence community, civilian
[00:03:02.400] agencies.
[00:03:04.319] So its work is supposed to include uh
[00:03:07.200] UAP investigations and intelligence
[00:03:09.760] collection of course and also they're
[00:03:13.200] going to coordinate the declassification
[00:03:15.920] process.
[00:03:17.760] Oh and they also support arrow uh in a
[00:03:20.080] pretty big way. So, so that governance
[00:03:23.840] board is supported by outside adviserss
[00:03:27.840] including the UAP science advisory
[00:03:31.200] council that's led by Avi Lobe and
[00:03:33.519] Vilhower serves on that council. So,
[00:03:35.840] we've got all of these different
[00:03:36.720] organizations here. Got the ODNI,
[00:03:39.280] they're involved. You've got the
[00:03:41.440] governance board, the UAP governance
[00:03:42.879] board, and now you got the UAP science
[00:03:44.879] advisory council. All of these groups.
[00:03:48.000] So, okay. Okay, so that was from June.
[00:03:49.840] And then in July, Christopher Sharp
[00:03:52.319] reported that a presidential speech had
[00:03:56.480] been prepared for Donald Trump. I'll
[00:03:59.120] just show you that other article again.
[00:04:00.799] This is the one on the right there. Uh,
[00:04:03.519] and according to Sharp's sources for
[00:04:06.640] this, the speech would acknowledge that
[00:04:09.360] some UFOs are of non-human origin.
[00:04:13.840] Um, Sharp was pretty careful in this
[00:04:16.560] article. I think he he said nobody
[00:04:18.799] really knew whether Trump would ever
[00:04:21.120] deliver this speech. Uh and it's
[00:04:23.840] absolutely the case. Presidential staffs
[00:04:25.520] will often prepare all kinds of
[00:04:27.919] contingency speeches for events that
[00:04:30.960] never happen. That's that's all the
[00:04:33.360] time. So the fact that we have a draft
[00:04:36.240] really all that does is it tells us that
[00:04:37.840] someone wanted the language ready.
[00:04:39.600] That's interesting. But it still doesn't
[00:04:41.360] tell us anything about uh what President
[00:04:43.680] Trump might have decided. Obviously we
[00:04:45.520] have no idea.
[00:04:47.520] Uh the other thing in that article by
[00:04:48.960] Sharp from July is that he mentioned
[00:04:51.199] that there were disclosure advocates
[00:04:53.199] both in the public realm and some
[00:04:56.240] somehow from within that were lobbying
[00:04:59.360] the White House on on this measure. So
[00:05:02.639] um so then that's that. So then on July
[00:05:04.880] 30th, uh, Vilhower,
[00:05:08.080] uh, a scientist named, uh, Carlos Ira
[00:05:12.240] and Chris Melon published a policy brief
[00:05:15.440] through the Disclosure Foundation.
[00:05:18.160] And this this is very interesting. I'm
[00:05:20.160] going to get into this in a little
[00:05:21.360] detail in just a moment. So, this called
[00:05:23.280] on the administration to establish a
[00:05:25.919] national preparedness effort through the
[00:05:29.039] Department of Health and Human Services.
[00:05:32.240] I'm going to have that linked uh below
[00:05:34.400] in the description and also a longer
[00:05:37.280] version of that paper uh which you you
[00:05:39.919] may want to read both of them. So
[00:05:41.520] anyway, and then so that led to a month
[00:05:43.759] later at the end of August and as I open
[00:05:46.960] this talk, Vilhower attended the ODNI
[00:05:49.120] meeting, came away saying that the
[00:05:50.639] government already had a preparedness
[00:05:52.639] plan. So all these these various
[00:05:54.880] developments I think they fit together
[00:05:57.199] and there's two ways that I could look
[00:06:00.639] at them or you could look at them. So
[00:06:02.320] one possibility is that they're
[00:06:05.199] describing
[00:06:06.960] one single effort but that's happening
[00:06:09.759] across the White House uh ODNI the
[00:06:13.520] governance board and its outside
[00:06:15.600] adviserss.
[00:06:17.440] And there's another possibility that I
[00:06:19.199] I'm keeping in mind and I really wonder
[00:06:22.240] about this. So we might be watching just
[00:06:24.080] a relatively small Washington network
[00:06:26.800] reinforcing itself. So you have a
[00:06:28.960] situation where uh disclosure advocates
[00:06:31.919] urge the administration to prepare and
[00:06:35.199] then uh outside advisers propose plans.
[00:06:39.600] Journalists then hear from sources that
[00:06:42.319] preparations underway.
[00:06:44.560] Then the advisers enter government
[00:06:46.080] meetings and they're told that a plan
[00:06:49.280] exists. So each new report appears to
[00:06:53.120] confirm the others. And you know
[00:06:55.360] everyone involved could be uh sincere
[00:06:57.600] about this but the information may still
[00:06:59.680] be coming from the same small circle. um
[00:07:03.599] consistency inside that circle can
[00:07:06.160] create the appearance of independent
[00:07:08.479] corroboration. I don't really know how
[00:07:10.639] that this breaks down, but for now I
[00:07:12.560] guess I'll just see say that I see
[00:07:14.560] genuine government activity somehow
[00:07:17.840] around UAP. So there's coordination,
[00:07:20.000] there's advisers, you got records
[00:07:21.919] reviews, there's contingency planning.
[00:07:24.800] Uh all of that is true. I don't yet see
[00:07:27.039] evidence that a decision has been made
[00:07:30.639] to acknowledge nonhuman intelligence.
[00:07:35.440] So this policy brief so this uh shows
[00:07:39.759] how some of the people close to this
[00:07:42.800] process imagine
[00:07:45.919] uh how disclosure will should be
[00:07:47.840] handled. So I really want to focus on
[00:07:50.000] this policy paper just a bit. So
[00:07:52.479] Vilhower is a clinical psychologist. So
[00:07:56.240] you would expect her to approach
[00:07:57.759] disclosure as a problem of psychological
[00:08:00.879] adaptation by the public uh public
[00:08:03.199] health in general. So the paper that she
[00:08:06.800] co-authored with Chris Melon and um one
[00:08:10.400] other gentleman
[00:08:12.560] uh
[00:08:14.080] seems to me that they are well they're
[00:08:17.360] calling first of all they're calling for
[00:08:18.800] a health and human servicesled
[00:08:21.759] task force. It's called the National
[00:08:24.639] Disclosure Preparedness Task Force
[00:08:28.000] involving
[00:08:29.759] mental health professionals,
[00:08:32.080] educators,
[00:08:33.599] religious leaders,
[00:08:35.760] journalists,
[00:08:37.279] and I guess of course, government
[00:08:39.519] agencies.
[00:08:41.200] So in the paper,
[00:08:43.279] she and her co-authors expect that most
[00:08:45.920] people will probably adapt just fine to
[00:08:49.440] UAP disclosure, but the concern that
[00:08:52.399] they have is that there's a smaller
[00:08:54.399] vulnerable pop population that could
[00:08:57.279] need help when mental health services
[00:08:59.839] are already strained.
[00:09:02.320] So, which I guess I could imagine uh
[00:09:05.440] might actually happen after a disclosure
[00:09:07.360] about UFOs or excuse me, UAP.
[00:09:10.480] So, fair enough. You can imagine some
[00:09:13.440] experiencers reliving trauma if there's
[00:09:16.160] an announcement. Uh you can imagine
[00:09:19.040] people with like serious psychiatric
[00:09:21.760] problems, they might have a hard time
[00:09:24.160] processing this information as well. So
[00:09:28.320] preparing clinicians for that
[00:09:29.760] possibility like I can understand that.
[00:09:32.640] So there's other things that this paper
[00:09:34.320] recommends. Um
[00:09:37.279] they talk about needing to protect
[00:09:38.880] government and military personnel
[00:09:41.519] um and aviators, you know, uh commercial
[00:09:43.839] pilots um and just civilians, ordinary
[00:09:47.120] people in general from any kind of
[00:09:48.959] professional retaliation
[00:09:51.120] regarding this subject.
[00:09:53.600] um it's quite reasonable who who's going
[00:09:56.160] to argue against that. Now more
[00:09:59.680] significant is their proposal for
[00:10:03.120] nationwide
[00:10:04.720] behavioral health monitoring.
[00:10:08.480] Yes, nationwide behavioral health
[00:10:10.640] monitoring. So there's actually two
[00:10:12.640] documents here. So there's the nine-page
[00:10:16.320] uh briefing policy and I'll just show
[00:10:18.560] you that here
[00:10:20.880] that uh was written by Vilhower, Carlos
[00:10:25.040] and Christopher Melon. And then you have
[00:10:28.320] uh this document here. This is a much
[00:10:30.959] longer research paper. This is written
[00:10:32.720] by Vilhower and five other
[00:10:34.800] psychologists. And I'm going to again
[00:10:36.880] link both of these for you in the
[00:10:39.200] description box below.
[00:10:42.480] So, the policy brief, the nine-page
[00:10:45.360] document, contains the actual proposal
[00:10:48.320] for federal monitoring. So, I'm just
[00:10:51.040] going to go through this rather
[00:10:53.120] carefully because it really warrants
[00:10:55.519] some close attention.
[00:10:58.000] Uh, it basically it doesn't b it does
[00:11:00.560] say health and human services should
[00:11:02.079] create a system to monitor the public
[00:11:04.959] health effects of any major disclosure.
[00:11:07.760] It's kind of a big thing right there. uh
[00:11:09.760] and it tells us what that means. So the
[00:11:12.000] government would watch for changes in
[00:11:15.519] things like crisis line calls,
[00:11:19.279] psychiatric visits uh and admissions,
[00:11:23.600] uh demands for counseling in schools and
[00:11:25.920] universities,
[00:11:27.920] reported anxiety and sleep problems,
[00:11:32.399] requests for pastoral care,
[00:11:35.760] and just disruptions in general in
[00:11:38.800] health and social services.
[00:11:41.680] So that's a lot. I mean, you're talking
[00:11:43.360] about
[00:11:44.880] drawing information from
[00:11:47.519] hospitals,
[00:11:49.120] crisis lines,
[00:11:51.360] schools,
[00:11:53.279] counseling services,
[00:11:55.680] religious organizations,
[00:11:58.160] and probably a variety of other
[00:12:00.959] institutions,
[00:12:02.880] and then watching for changes following
[00:12:05.200] a disclosure event.
[00:12:07.839] So the authors say this information
[00:12:10.160] should be aggregated. So what that would
[00:12:13.120] mean is it's collected and combined into
[00:12:16.480] group level statistics. So like
[00:12:18.240] individual information is not included.
[00:12:19.920] So for example, crisis line calls
[00:12:22.399] increase 15% nationally. Uh psychiatric
[00:12:25.440] admissions rose in this region and that
[00:12:27.519] region. Uh more students requested
[00:12:30.320] university counseling and things like
[00:12:31.760] that. So ideally the people behind those
[00:12:35.360] numbers would remain unidentified.
[00:12:38.720] So all the government would get to see
[00:12:40.160] would be patterns and totals
[00:12:43.839] not your individual name or case
[00:12:47.040] histories or anything of that sort. Uh
[00:12:49.600] that's what their their proposal would
[00:12:50.959] be. So, and they say in the brief that
[00:12:52.720] the government needs to protect
[00:12:54.639] individual uh privacy and must not
[00:12:57.920] create registries based on people's
[00:13:02.320] beliefs or anomalous experiences. And
[00:13:04.959] I'm thinking, who's even thinking of
[00:13:06.639] creating registries? Like, is this is
[00:13:08.800] this in someone's uh you know, to-do
[00:13:11.440] list? Uh, I don't know where that came
[00:13:14.560] from, like why that's even an idea, but
[00:13:16.639] they're saying, "No, you don't want to
[00:13:18.240] create registries based on people's
[00:13:20.480] beliefs about UFOs or UAP or your
[00:13:22.800] anomalous experience." Well, that's good
[00:13:24.160] to know. Uh, and that the this
[00:13:26.720] information must not be passed on to
[00:13:30.000] intelligence and law enforcement
[00:13:32.560] agencies for who knows why. So, that's
[00:13:36.240] nice that they want to put those
[00:13:37.839] protections in there, but uh, yikes. I
[00:13:40.880] mean so they're also revealing the
[00:13:44.000] danger inherent in this system right
[00:13:46.480] like once you build a national apparatus
[00:13:50.079] for tracking the population's response
[00:13:52.800] to disclosure you have created something
[00:13:57.199] and I mean where could that end
[00:14:00.079] how would this system operate even like
[00:14:02.000] who would have access to the information
[00:14:05.839] how long would the whole thing continue
[00:14:08.160] like is is there a way to prevent
[00:14:10.000] mission creep.
[00:14:13.839] So anyway, that's the brief. So there
[00:14:16.160] there's a longer research paper that
[00:14:19.040] actually goes considerably further. So
[00:14:21.199] that proposes
[00:14:23.360] uh uh largecale surveys, focus groups,
[00:14:27.279] psychological experiments and and what
[00:14:29.360] it actually calls big data analysis of
[00:14:32.880] social media reactions.
[00:14:36.240] So that suggests uh like tracking search
[00:14:39.680] activity uh what they call information
[00:14:41.839] seeking behavior uh tracking
[00:14:44.240] institutional trust, how well do you
[00:14:46.800] trust the government, uh mental health
[00:14:49.760] service use and things like changes in
[00:14:53.199] public belief uh as as the whole
[00:14:56.079] disclosure process continues.
[00:14:59.279] So this this goes way beyond preparing a
[00:15:03.120] few therapists for distressed patients.
[00:15:06.639] Like they these people are envisioning a
[00:15:09.600] nationwide system for measuring how the
[00:15:14.240] population thinks and how it reacts and
[00:15:17.279] behaves during disclosure.
[00:15:20.959] So, back to the brief, there was one
[00:15:22.399] other section in the brief which which
[00:15:24.000] sounds like you can almost uh
[00:15:28.240] read right past it. It sounds like
[00:15:29.519] boilerplate. Uh a section where the
[00:15:31.600] authors advise government communicators
[00:15:34.560] uh like it's necessary to distinguish
[00:15:36.639] between established facts, reasonable
[00:15:40.079] inferences, and unresolved questions. I
[00:15:44.079] read that the first time. I'm like,
[00:15:45.199] well, that's that doesn't really say a
[00:15:46.639] whole lot. But then I thought about it.
[00:15:47.760] I'm like, who who decides what counts as
[00:15:50.399] an established fact? ODNI,
[00:15:54.240] Arrow, the Pentagon,
[00:15:56.639] and what happens when those institutions
[00:15:58.480] control the evidence like ODNI
[00:16:01.199] or the Pentagon? So, that that's
[00:16:03.920] certainly a part that would bother me
[00:16:05.440] that does bother me. You think about
[00:16:07.120] this. Washington or people in Washington
[00:16:10.720] are con they're confronting the
[00:16:12.320] possibility
[00:16:14.160] of the most profound revelation
[00:16:18.720] probably in human history right up
[00:16:20.880] there. And what do they want to do? They
[00:16:23.519] immediately want to build another
[00:16:24.639] apparatus around it. a task force uh an
[00:16:28.160] inter agency strategy,
[00:16:31.600] behavioral health monitoring,
[00:16:34.720] clinical protocols,
[00:16:37.440] educational guidance,
[00:16:40.639] coordinated messaging,
[00:16:44.079] approved experts explaining to the
[00:16:45.920] public what what the public's just been
[00:16:48.079] told.
[00:16:49.839] It's like it's an instinct with these
[00:16:51.360] people. They can't help themselves. I
[00:16:52.800] think like the answer is always more
[00:16:55.040] management, more getting our fingers
[00:16:57.360] into your business, more coordination,
[00:16:59.440] more US government right there in front
[00:17:01.279] of you. Uh, ODNI would control the
[00:17:04.799] releasable information. Health and human
[00:17:07.520] services would track the public
[00:17:10.079] response.
[00:17:12.000] educators, clinicians,
[00:17:15.600] religious leaders,
[00:17:18.240] journalists. These would be the ones
[00:17:20.640] helping people absorb the authorized
[00:17:23.679] account.
[00:17:26.240] If this doesn't turn disclosure into a
[00:17:28.559] managed social process, I don't know
[00:17:30.240] what does.
[00:17:32.080] I mean, Vilhower may sincerely want to
[00:17:33.919] help vulnerable people. I I have no
[00:17:35.679] reason to doubt this. Uh but I just have
[00:17:38.720] to say the structure that she and her
[00:17:40.559] co-authors are proposing gives enormous
[00:17:46.000] interpretive power to institutions that
[00:17:50.880] at least several of them are surely
[00:17:53.360] deeply implicated in UFO secrecy to
[00:17:57.120] begin with.
[00:17:58.720] I mean, this here's like this paper
[00:18:01.280] talks repeatedly
[00:18:04.559] about trust, about credibility, stigma,
[00:18:09.520] propaganda,
[00:18:11.919] uh, honest communication.
[00:18:14.880] That's great. Here's a word that never
[00:18:16.799] appears. Cover up. Not once.
[00:18:20.880] Neither do you get any of the history
[00:18:23.039] behind the whole collapse of public
[00:18:25.919] trust, which, you know, let's just lay
[00:18:27.919] it out, suppressed evidence, intimidated
[00:18:30.720] witnesses, uh, destroyed records,
[00:18:34.400] manipulated journalists and scientists,
[00:18:37.840] secret programs,
[00:18:40.400] the denial of information to Congress,
[00:18:42.960] for starters. Like, omitting this is is
[00:18:46.960] staggering to me. Like this paper
[00:18:51.760] imagines humanity learning that NHI,
[00:18:57.039] that aliens exist,
[00:19:00.160] followed by government agencies and all
[00:19:03.440] the approved professionals helping
[00:19:05.840] everyone adjust.
[00:19:08.240] Well, let let's compare that to
[00:19:11.600] what we might consider an actual
[00:19:14.400] disclosure or a genuine disclosure. Like
[00:19:17.679] one that actually genuinely matters to
[00:19:21.520] people. Like I'm just going to say
[00:19:24.960] actual disclosure
[00:19:28.320] is virtually certainly going to reveal
[00:19:32.960] let us say certainly going to reveal
[00:19:36.160] that parts of the United States
[00:19:37.600] government have known about this
[00:19:39.039] phenomenon for generations.
[00:19:41.840] It will expose
[00:19:44.799] hidden evidence if it's genuine,
[00:19:47.679] recovered technology,
[00:19:50.559] uh recovered biological material and
[00:19:52.480] maybe one or two or more live beings for
[00:19:54.960] all I know.
[00:19:56.960] Uh programs operating beyond lawful

[00:20:02.400] So in that type of a situation, the
[00:20:05.280] public would be confronting
[00:20:08.480] an institutional betrayal that I don't
[00:20:10.559] even know if we would have words for the
[00:20:12.480] enormity of that. So under those
[00:20:15.760] circumstances, if you were to be angry,
[00:20:18.240] that is a perfectly rational response.
[00:20:21.520] And so to treat that anger as a
[00:20:24.080] behavioral health problem, that that's
[00:20:26.880] outrageous.
[00:20:30.720] And that brings us to the history that
[00:20:34.080] that paper avoids.
[00:20:36.799] And you may ask, well, Richard, what is
[00:20:38.480] this history? What evidence do we have
[00:20:40.880] that a UFO coverup has actually existed?
[00:20:44.640] Well, I spent many years thinking about
[00:20:46.240] this, writing about this, talking about
[00:20:47.840] this. I can't give you the entire
[00:20:50.720] document trail regarding the 80y year
[00:20:55.440] long UFO coverup. uh not more than a
[00:20:58.559] sliver of it, but let's take a look at
[00:20:59.919] that sliver.
[00:21:01.760] So, I will uh let's look at one or two
[00:21:04.960] interesting documents and I'll just talk
[00:21:07.200] about them a little bit. On September
[00:21:08.880] 23rd of 1947,
[00:21:11.520] the year that flying saucers exploded
[00:21:14.640] into our consciousness,
[00:21:16.960] Lieutenant General Nathan Twining, head
[00:21:18.880] of air material command, sent a
[00:21:21.280] classified memorandum to the commanding
[00:21:23.200] general of the Army Air Forces. Twining
[00:21:26.080] wrote that the reported phenomenon,
[00:21:28.559] these flying saucers, was quote,
[00:21:30.159] "Something real and not visionary or
[00:21:33.760] fictitious."
[00:21:35.280] And it goes on,
[00:21:37.520] he describes objects displaying extreme
[00:21:40.320] climb rates, maneuverability,
[00:21:43.039] evasive action,
[00:21:45.520] and one of my favorite lines, circular
[00:21:47.840] or elliptical in shape, flat on bottom,
[00:21:51.200] and domed on top.
[00:21:54.559] Uh
[00:21:56.640] then you have like as as uh 1947 turned
[00:21:59.280] into 1948, things just got crazier and
[00:22:01.840] crazier in terms of these sightings uh
[00:22:04.240] in the American Southwest over Los
[00:22:06.159] Alamos, over the Oakidge nuclear
[00:22:08.720] facility in Tennessee,
[00:22:11.039] uh over the Hanford nuclear uh site in
[00:22:15.120] the state of Washington where they built
[00:22:16.799] made plutonium.
[00:22:19.120] uh these flying saucers were being seen
[00:22:23.120] with regularity and were being
[00:22:25.280] documented by military personnel and it
[00:22:28.320] was becoming kind of a a thing of
[00:22:30.640] concern. So we have uh a number of
[00:22:33.360] documents about this. I'm going to point
[00:22:36.000] uh show one of them here to you. This is
[00:22:37.360] an FBI document from January 31st, 1949.
[00:22:43.360] It's a really good one. stated that
[00:22:45.520] flying saucers were considered top
[00:22:47.360] secret by intelligence officers of both
[00:22:50.640] the army and the air force. This is
[00:22:52.080] after the FBI participated in a meeting
[00:22:55.039] on this subject with all of these um
[00:22:58.000] military intelligence people. And then
[00:22:59.840] it went on and had some really
[00:23:01.200] interesting things to say about the
[00:23:03.200] phenomenon as it was being discussed. Um
[00:23:06.080] talked about repeated observations over
[00:23:08.320] Los Alamos and other military
[00:23:10.720] installations. Uh it mentioned that the
[00:23:13.120] witnesses included uh agents from the
[00:23:16.000] air force office of special
[00:23:17.360] investigations,
[00:23:19.200] military pilots, airline pilots, base
[00:23:22.320] security personnel, uh civilians, and
[00:23:26.000] then they talk about the performance
[00:23:27.600] estimates which were just astonishing.
[00:23:30.159] So the memo, it's all here in this memo.
[00:23:32.240] They said, "Recent observations
[00:23:33.600] indicated a minimum speed of 3 miles per
[00:23:37.679] second and a maximum of 12 miles per
[00:23:42.159] second. That converts to uh 10,800
[00:23:46.480] miles hour at the low end and over
[00:23:49.440] 43,000
[00:23:51.200] miles hour at the high end. So they
[00:23:52.880] calculated the mean to be about 27,000
[00:23:56.960] miles per hour. 27,000 miles per hour.
[00:24:02.080] U and by the way, they were just like
[00:24:03.919] guesstimating it. They they had
[00:24:05.760] instruments known as the lights that
[00:24:07.679] were taking these measurements were very
[00:24:09.679] sophisticated uh as as useful today as
[00:24:12.480] they would have been back then. They
[00:24:13.840] were accurate.
[00:24:15.520] So the memo also described um not just
[00:24:19.279] speed but vertical changes in the flight
[00:24:21.919] path. So these objects were maneuvering.
[00:24:24.240] They weren't just following a a
[00:24:25.760] ballistic trajectory like a missile
[00:24:27.840] would. So you think about the
[00:24:30.080] contradiction even back then. So in
[00:24:32.000] public, Americans were hearing uh about
[00:24:35.120] oh hallucinations and hoaxes and
[00:24:38.320] conventional aircraft and misidentified
[00:24:42.159] natural phenomena
[00:24:45.039] inside the government. This was
[00:24:48.000] considered top secret
[00:24:50.640] and intelligence officers were
[00:24:52.400] discussing objects maneuvering
[00:24:55.440] around the center of the American atomic
[00:24:59.520] weapons program
[00:25:01.840] at tens of thousands of miles per hour.
[00:25:05.520] So the government had information of
[00:25:07.279] incredible public importance and what it
[00:25:09.760] gave the public it gave a completely
[00:25:11.679] false impression of what its own
[00:25:13.679] agencies were encountering.
[00:25:17.520] And that
[00:25:19.600] concern continued for years and years
[00:25:22.159] and years, definitely throughout the
[00:25:23.919] great UFO wave of 1952.
[00:25:28.000] That was a summer that brought repeated
[00:25:30.000] military encounters and radar events,
[00:25:33.520] uh, including the famous incidents over
[00:25:35.520] Washington DC.
[00:25:37.760] Jets were scrambled. Radar operators at
[00:25:41.200] Washington National Airport and Andrews
[00:25:44.320] Air Force Base were tracking unknown
[00:25:47.200] targets. Pilots saw strange lights in
[00:25:51.360] the same areas where the radar people
[00:25:53.120] were tracking their targets.
[00:25:55.520] These events reached the White House.
[00:25:57.120] They reached the CIA.
[00:25:59.200] And then what happened? Big press
[00:26:00.640] conference. Dismissed it all as weather
[00:26:03.279] phenomena. But in the classified world,
[00:26:06.320] totally different conclusion.
[00:26:09.039] So, uh, after all of this massive wave
[00:26:11.840] of sightings had gone through the whole
[00:26:13.760] spring, the whole summer, the fall of
[00:26:15.279] 1952,
[00:26:17.440] very dramatic period, the CIA is busy
[00:26:20.960] here. And u there is one memo by the
[00:26:25.360] director of CIA scientific intelligence.
[00:26:28.559] His name was H. Marshall Chadwell.
[00:26:33.440] And uh let me pull this slide up here
[00:26:35.840] for you.
[00:26:37.679] He's writing to the CIA director Walter
[00:26:39.919] Beetle Smith. And uh these words
[00:26:42.799] definitely deserve to be heard clearly.
[00:26:47.039] Says sightings. Well, first of all, he
[00:26:48.480] starts says at this time the reports of
[00:26:50.480] incidents convince us that there is
[00:26:53.200] something going on that must have
[00:26:55.440] immediate attention. And he says,
[00:26:57.360] "Sightings of unexplained objects at
[00:26:59.760] great altitudes and traveling at high
[00:27:02.159] speeds in the vicinity of major US
[00:27:04.960] defense installations are of such nature
[00:27:07.679] that they are not attributable to
[00:27:10.320] natural phenomena or known types of
[00:27:13.200] aerial vehicles.
[00:27:15.760] Just, you know, let that sink in a
[00:27:17.679] little bit. So this is the CIA's senior
[00:27:20.880] scientific intelligence official.
[00:27:23.760] He's writing to the director of the CIA
[00:27:27.360] and Chadwell said there was something
[00:27:30.320] going on that required immediate
[00:27:31.840] attention. Uh he ruled out natural
[00:27:34.240] phenomena. He ruled out known aircraft
[00:27:37.440] for the incidents that were causing
[00:27:40.080] concern. Stop short of naming the
[00:27:42.240] source.
[00:27:44.080] But you have to ask yourself once
[00:27:45.760] natural phenomena American aircraft,
[00:27:48.240] Soviet aircraft become implausible,
[00:27:51.200] the conventional options begin
[00:27:53.200] disappearing very quickly.
[00:27:55.919] And this went on in lots of different
[00:27:57.600] places. So u there were a number of of
[00:28:01.679] these events around Oakidge, Tennessee,
[00:28:04.240] which make this very very concrete as
[00:28:06.080] well. So Oakidge was central to the
[00:28:08.559] American nuclear program. Uh its
[00:28:11.440] airspace was restricted. unknown objects
[00:28:14.799] nevertheless appeared over there
[00:28:17.200] repeatedly from the late 1940s into the
[00:28:21.200] 1950s.
[00:28:22.880] Uh some of these were were seen
[00:28:24.880] visually. Some of these were detected on
[00:28:27.440] radar. Sometimes both fighters were sent
[00:28:30.960] after them. Uh one of those incidents
[00:28:33.120] happened on June 21st, 1952.
[00:28:36.080] Just before 11:00 at night, an unknown
[00:28:38.559] object entered the restricted area. A
[00:28:41.600] ground witness watched it. Radar tracked
[00:28:44.799] it. An F-47 fighter on combat patrol
[00:28:48.880] pursued it. And during the encounter,
[00:28:52.559] the object maneuvered uh several times
[00:28:55.200] toward the fighter. The pilot believed
[00:28:57.679] that this thing was trying to ram his
[00:28:59.200] jet or his is his fighter plane. And
[00:29:02.480] then the object uh left the area. And
[00:29:05.520] then one year later on in July 19th,
[00:29:08.159] 1953, another witness, a senior employee
[00:29:10.960] at Oak Ridge saw another object over the
[00:29:14.960] restricted airspace. And this report
[00:29:16.960] came from the Atomic Energy Commission,
[00:29:19.279] forerunner of the Department of Energy
[00:29:21.279] and it went to the agitant general in
[00:29:23.200] Washington. So according to the witness,
[00:29:25.279] this object emerged from a high white
[00:29:27.679] cloud and remained visible for about
[00:29:30.240] five minutes. At different times, it
[00:29:32.320] looked cigar- shaped. Uh at other times
[00:29:34.320] it looked round. Uh it was described as
[00:29:37.360] extremely black with the appearance of a
[00:29:39.760] deep black metallic exterior and a fine
[00:29:43.039] gloss. That's in the report. There's a
[00:29:44.880] lot of detail in there. Uh the object
[00:29:46.960] did not produce any sound. It didn't
[00:29:49.039] have any lights. It left no vapor trail.
[00:29:51.520] So the according to the witness, it flew
[00:29:53.840] east at tremendous speed. That's a
[00:29:56.080] direct quote. For about three miles,
[00:29:57.919] then it stopped. So tremendous speed,
[00:30:00.159] three miles stop and then two more
[00:30:02.399] objects joined it and then the three
[00:30:04.320] objects formed a spread V formation and
[00:30:07.200] they just left eastward at tremendous
[00:30:09.919] speed in the words of the memo.
[00:30:12.640] So this is again near one of the most
[00:30:15.279] sensitive nuclear facilities in the
[00:30:16.799] United States. And by the way, these
[00:30:18.880] these events, all of them move through a
[00:30:22.000] whole range of government, military, and
[00:30:25.279] intelligence channels very very far
[00:30:27.440] removed from the public presentation of
[00:30:30.240] Project Blue Book, which was supposed to
[00:30:32.640] be the official uh investigation of the
[00:30:36.080] flying saucers of the UFOs. But Blue
[00:30:38.159] Book didn't get these cases.
[00:30:41.360] Now, you know, sometimes people will
[00:30:43.919] hear dates like 1949 and 1952 and they
[00:30:46.720] like, "Ah, that's ancient history."
[00:30:49.679] From my perspective, I see it exactly
[00:30:51.360] the other way. To me, their age gives
[00:30:54.159] them incredible importance.
[00:30:57.200] We're looking at objects potentially
[00:30:59.200] traveling at tens of thousands of miles
[00:31:02.880] per hour during the late 1940s.
[00:31:07.200] We're looking at objects capable of
[00:31:09.039] hovering, stopping,
[00:31:12.240] accelerating, changing direction,
[00:31:15.039] operating in formation, and reacting to
[00:31:17.919] military interception.
[00:31:20.960] When you look at their behavior in these
[00:31:22.880] reports, it suggests a very precise
[00:31:26.080] control and a very advanced operational
[00:31:29.919] capability.
[00:31:32.559] They behave like mature technology, not
[00:31:35.600] like uh you know uh you know something
[00:31:39.360] that we're just testing.
[00:31:41.600] They they look they operate very
[00:31:43.600] precisely controlled fully operational.
[00:31:46.559] I think this is important to recognize.
[00:31:49.600] You know, more than 50 years later, the
[00:31:51.360] the tic-tac appeared during the Nimmits
[00:31:53.519] encounter of uh 2004.
[00:31:56.559] And once again,
[00:31:58.640] you had highly trained military
[00:32:00.240] personnel encountering an object with no
[00:32:03.200] visible wings, no conventional
[00:32:05.440] propulsion. Uh this object also hovered
[00:32:08.720] and accelerated rapidly and responded to
[00:32:11.519] an intercept and appeared at a
[00:32:13.919] pre-arranged combat air patrol point
[00:32:17.760] uh 60 miles away.
[00:32:20.159] before
[00:32:21.840] our own jets got there.
[00:32:25.519] Some people have suggested that the tic
[00:32:27.120] tac was an American black budget
[00:32:28.720] project. Well, all right. Uh if you want
[00:32:32.240] to go there, then what was operating
[00:32:33.840] over Los Alamos and Oakidge or White
[00:32:37.440] Sands and and Washington half half a
[00:32:40.320] century earlier?
[00:32:42.320] Uh if those early pro uh objects were
[00:32:45.600] secret American technology,
[00:32:49.200] well then I think you just have to say
[00:32:51.200] the United States had mastered a
[00:32:52.960] revolutionary form of aerospace
[00:32:55.279] performance
[00:32:56.799] immediately after the end of the sec
[00:32:58.480] second world war.
[00:33:00.720] like they would have had enough control
[00:33:02.480] over this technology to conduct
[00:33:05.440] absolutely precise operations
[00:33:09.039] not only around sensitive facilities
[00:33:11.039] around uh the United States and evade
[00:33:13.519] military aircraft but to do this around
[00:33:16.240] the world because this was a global
[00:33:19.279] phenomenon and around the world on a
[00:33:22.480] virtually daily basis.
[00:33:25.279] So we did that.
[00:33:28.399] Uh this technology if we if we did
[00:33:30.240] create it had no visible effect on the
[00:33:31.840] Korean War, on Vietnam, the American
[00:33:34.240] space program, uh the Gulf War, the
[00:33:37.519] global war on terror, uh or any
[00:33:40.320] acknowledged generation of military
[00:33:42.000] aviation.
[00:33:44.159] You think about our aerospace technology
[00:33:46.880] during those years, it changed
[00:33:48.000] incredibly. You go from propeller
[00:33:50.640] aircraft in the 40s to jets and missiles
[00:33:55.120] and satellites,
[00:33:57.279] stealth aircraft, now drones.
[00:34:01.360] And yet UFO performance or UAP
[00:34:04.399] performance remained ahead of every
[00:34:06.960] generation.
[00:34:09.119] So thing about these early cases is that
[00:34:12.159] they they create a technological
[00:34:14.879] continuity problem for the secret
[00:34:17.839] project explanation.
[00:34:20.079] I would say their age is part of the
[00:34:21.839] evidence.
[00:34:24.000] So I'll leave that there for now. I want
[00:34:26.079] to talk a little bit about the
[00:34:27.200] management of this as a public problem,
[00:34:29.359] a public narrative. Um because that's
[00:34:32.240] kind of related to this this uh policy
[00:34:35.440] brief that I've been talking about. So,
[00:34:38.000] back in January 1953, again, ancient
[00:34:40.879] history, the CIA convened what would be
[00:34:43.679] come known as the Robertson panel, um
[00:34:47.200] met in secret. They reviewed some
[00:34:50.079] selected UFO material for a few days,
[00:34:52.800] not even a full work week really. But
[00:34:55.440] that recommendation
[00:34:57.359] shaped official policy for years and
[00:35:00.079] years and years. So, what did they do?
[00:35:02.160] They called for a broad effort to reduce
[00:35:04.960] public interest in UFOs. how through
[00:35:07.920] debunking efforts and what they called
[00:35:10.240] education.
[00:35:12.079] So they suggested using mass media,
[00:35:16.400] advertising,
[00:35:18.400] schools
[00:35:20.320] and uh entertainment companies like Walt
[00:35:22.400] Disney all for this purpose. Um they
[00:35:25.280] also recommended monitoring civilian UFO
[00:35:29.119] organizations. They had to be watched
[00:35:31.119] because they had potential for
[00:35:32.800] subversion. Yes,
[00:35:35.680] was in there. Meanwhile, however,
[00:35:38.880] military reporting of UFOs continued
[00:35:42.079] under very strict controls. There's a
[00:35:45.040] document known as Janap 146, uh, which
[00:35:48.480] created very explicit channels for
[00:35:51.200] pilots to report sightings of UFOs that
[00:35:54.960] were considered important for national
[00:35:56.560] security. That had nothing to do with
[00:35:58.640] Project Blue Book. These reports went to
[00:36:01.520] places like Air Defense Command and the
[00:36:04.000] Secretary of Defense and the CIA and
[00:36:07.440] other agencies like that. So then in
[00:36:10.640] 1969, the US Air Force closes Project
[00:36:13.040] Blue Book and says to the public, "Well,
[00:36:15.680] you know, we've ended our UFO
[00:36:17.760] investigation. We've got the whole thing
[00:36:18.960] solved. There's really nothing to this."
[00:36:21.359] Well, the government did not stop
[00:36:23.200] investigating UFOs.
[00:36:25.920] all the sensitive UFO reports continued
[00:36:28.000] to go through all the systems that
[00:36:31.040] people just never even knew existed. You
[00:36:33.680] know, the visible investigation was
[00:36:35.839] closed down while all the national
[00:36:37.440] security reporting continued.
[00:36:40.880] So, all of that, all of those official
[00:36:42.720] documents, everything that I've just
[00:36:44.079] said there, that is take to the bank.
[00:36:46.800] It's cut and dry. Uh government
[00:36:48.800] documents make it absolutely crystal
[00:36:50.480] clear. Even a number of the recent uh
[00:36:53.040] so-called trunch releases from the Trump
[00:36:55.440] White House. A lot of those PDF
[00:36:56.880] documents
[00:36:58.560] uh actually make this very clear as
[00:37:00.480] well. A lot of that information is right
[00:37:02.079] in these documents.
[00:37:04.079] So all of that establishes things like
[00:37:06.640] secrecy, deception, and genuine concern
[00:37:10.800] about these unknown, highly advanced
[00:37:14.560] objects.
[00:37:16.079] But now what the documents don't
[00:37:18.240] establish definitively
[00:37:20.480] is recovered craft or alien bodies. So
[00:37:23.599] let me just talk about that for a minute
[00:37:25.119] because that brings us to a different
[00:37:27.359] body of evidence.
[00:37:29.920] Still quite valuable.
[00:37:32.240] So one of my heroes in the UFO research
[00:37:35.280] uh business was Leonard Stringfield.
[00:37:37.440] Never got to meet Leonard Stringfield. I
[00:37:38.960] always regretted that. Died in 1994.
[00:37:41.920] But this is a man who spent about two
[00:37:44.079] decades investigating claims of UFO
[00:37:47.839] crash retrievals from the late '7s up
[00:37:50.560] until 1994.
[00:37:52.800] Uh he communicated with military
[00:37:54.960] officers, intelligence personnel,
[00:37:59.440] medical professionals, engineers,
[00:38:03.119] and just people who said they had
[00:38:05.280] participated in
[00:38:08.320] recovery, transport,
[00:38:10.720] examination,
[00:38:12.640] or storage operations of of craft or
[00:38:16.400] sometimes of actual alien bodies.
[00:38:20.320] So by the time Stringfield died in 1994,
[00:38:26.640] he said that he had 45 firsthand sources
[00:38:31.760] who claimed to have seen alien craft or
[00:38:35.200] or andor bodies
[00:38:38.160] in US government custody. 45 firsthand
[00:38:41.200] sources. He had many many more that were
[00:38:44.079] one step removed like for example the
[00:38:46.400] spouse of a deceased service member
[00:38:48.960] something like that um much more than 45
[00:38:52.160] of those but he had 45 firsthand
[00:38:54.320] witnesses quite a lot. So he followed
[00:38:56.880] hundreds of leads. Uh some of them went
[00:38:59.359] nowhere but some were quite amazing. But
[00:39:01.920] again and again his sources described
[00:39:05.520] uh small humanoid bodies,
[00:39:08.560] unusual anatomy,
[00:39:10.960] uh autopsies,
[00:39:13.280] uh highly secure transportation,
[00:39:15.839] military recovery teams,
[00:39:18.720] restricted facilities,
[00:39:20.960] uh extreme compartmentalization. All of
[00:39:23.119] this came through again and again in his
[00:39:24.560] in his uh accounts that he received and
[00:39:27.119] Wright Patterson Air Force Base that
[00:39:29.440] came up repeatedly.
[00:39:32.160] Uh witnesses often described um orders
[00:39:35.440] to remain silent or their fear of losing
[00:39:39.040] their pensions or their clearances or
[00:39:41.200] their careers or or worse.
[00:39:45.359] So, 45 firsthand sources, maybe not the
[00:39:48.000] same as a declassified program file, but
[00:39:50.240] you you just can't dismiss that with a
[00:39:53.440] shrug. If they were all lying or
[00:39:56.560] mistaken, you still have to wonder why
[00:39:59.680] military, medical, and intelligence
[00:40:02.880] people
[00:40:04.640] often separated by many, many years and
[00:40:07.760] totally different circumstances, are
[00:40:10.160] producing the same basic account to
[00:40:13.040] Stringfield.
[00:40:14.720] So that was Strafield. Then comes David
[00:40:16.800] Grush. 2023, David Grush testifies under
[00:40:20.960] oath before Congress
[00:40:23.359] that he had learned through his official
[00:40:25.200] duties
[00:40:26.800] of a multi-deade crash retrieval and
[00:40:29.760] reverse engineering program.
[00:40:32.560] He said he had interviewed approximately
[00:40:34.720] 40 witnesses over four years.
[00:40:38.720] He said that non-human biological
[00:40:41.760] material had been recovered.
[00:40:44.960] He said people with direct knowledge
[00:40:48.320] remained inside the program.
[00:40:51.520] He said that he had been denied access
[00:40:53.680] and that he could provide specific names
[00:40:56.720] and program information in a classified
[00:40:59.359] setting.
[00:41:02.000] So you look at these two investigations
[00:41:03.440] and they are both investigations
[00:41:05.599] separated by several decades.
[00:41:07.119] Stringfield and Grush. They converge on
[00:41:10.960] recovered craft,
[00:41:13.119] biological remains,
[00:41:16.079] technology study,
[00:41:18.400] tight compartmentalization,
[00:41:21.040] and concealment from lawful oversight.
[00:41:23.920] That's a tremendous amount of smoke
[00:41:25.760] here.
[00:41:28.000] Not all the evidence is of the same
[00:41:29.680] strength, sure, but the weaker material
[00:41:32.160] does not erase the stronger material.
[00:41:34.800] the pattern is very consistent.
[00:41:38.400] So when you take that testimony and you
[00:41:40.400] place that beside the official record of
[00:41:43.200] extraordinary performance, nuclear site
[00:41:45.520] incursions, secret reporting channels,
[00:41:48.880] and deliberate public debunking,
[00:41:52.160] I think we have a reasonable conclusion.
[00:41:55.200] This is very difficult to avoid. What
[00:41:57.599] does this look like? It looks like a
[00:41:58.960] long-standing cover up that has
[00:42:00.720] concealed evidence of a nonhuman alien
[00:42:04.000] presence here on planet Earth.

[00:42:39.200] government is preparing to acknowledge
[00:42:42.319] non-human intelligence, let's just say
[00:42:45.359] uh I would say psychological support
[00:42:49.839] could have a place. Sure. it belongs far
[00:42:53.200] down the list of urgent
[00:42:55.680] responsibilities. Pretty far down. Uh
[00:42:58.480] here's what I think the government would
[00:42:59.839] have to do before it deals with any of
[00:43:01.920] that other stuff. Uh it would have to
[00:43:03.839] tell us what it knows. It would have to
[00:43:06.480] tell us how it knows what it knows and
[00:43:10.400] how long it has known what it knows. It
[00:43:12.720] would have to release the historical
[00:43:14.480] records.
[00:43:16.000] It would have to address crash retrieval
[00:43:18.800] and reverse engineering allegations.
[00:43:22.560] It would have to explain how
[00:43:24.560] congressional oversight was avoided.
[00:43:28.720] Private contractors would have to be
[00:43:30.240] examined.
[00:43:32.160] Witnesses would need secure channels. Uh
[00:43:35.200] they would need legal protection. They
[00:43:37.280] would need access to Congress.
[00:43:40.480] I might imagine that some form of let's
[00:43:43.520] say limited immunity might be required
[00:43:45.760] to bring some participants forward.
[00:43:48.400] Immunity would not be a blanket eraser
[00:43:50.880] for serious crimes. I don't want to be
[00:43:52.720] misunderstood here. Uh
[00:43:55.680] you probably have to find some balance
[00:43:57.119] in there. I mean if you want to
[00:43:58.160] criminalize everyone who is even
[00:44:00.720] somewhat involved in this, you're
[00:44:02.240] probably not going to get a whole lot of
[00:44:03.680] information.
[00:44:05.200] But that's a whole other problem. we can
[00:44:07.040] hash that out if it ever even comes up.
[00:44:10.800] Um, you would need a genuinely
[00:44:12.720] independent body that would have access
[00:44:15.280] to the evidence. Genuinely independent.
[00:44:17.680] How that would be construed, that have
[00:44:19.760] to be, we'd have to figure that out. Uh,
[00:44:22.160] intelligence agencies cannot retain
[00:44:25.520] exclusive control over the facts while
[00:44:28.640] at the same time asking the public to
[00:44:31.040] trust their account of those facts.
[00:44:35.680] Uh there would also need to be a
[00:44:36.960] historical reckoning like who created
[00:44:40.240] the policy of debunking like you we'd
[00:44:42.480] want to know these things who
[00:44:44.000] intimidated witnesses even if these
[00:44:46.240] people are not any longer alive who
[00:44:48.800] withheld records who lied to elected
[00:44:51.839] officials
[00:44:53.520] which presidents knew what what were
[00:44:56.240] they told if they knew anything?
[00:44:59.200] how much scientific work has gone into
[00:45:01.520] these programs and what's been buried
[00:45:03.359] inside classified or these corporate
[00:45:06.079] programs
[00:45:08.160] like those issues
[00:45:11.760] those issues would create a much greater
[00:45:14.400] crisis of trust than any simple
[00:45:18.319] announcement that non-human intelligence
[00:45:21.760] exists.
[00:45:23.920] So this is why
[00:45:27.040] that policy paper just feels so detached
[00:45:29.520] from reality. At least in my view, it's
[00:45:32.160] like it's preparing institutions
[00:45:34.960] to manage the public response, but at
[00:45:38.400] the same time it's leaving the whole
[00:45:40.000] history of institutional misconduct, I
[00:45:42.800] would say treachery untouched.
[00:45:46.319] It it's imagining disclosure uh like as
[00:45:49.920] if it arrives as this is authorized
[00:45:53.200] announcement from a government and and
[00:45:55.599] its legitimacy government legitim
[00:45:58.160] legitimacy is completely intact.
[00:46:01.839] That's not very likely. That might be
[00:46:04.079] the disclosure Washington would prefer.
[00:46:05.839] I have no doubt. But it definitely will
[00:46:08.640] not be the final form of disclosure that
[00:46:11.040] the public is going to be accepting. I
[00:46:12.720] think we can say that pretty
[00:46:13.760] confidently.
[00:46:16.079] So, I started this talk by discussing a
[00:46:18.560] potential
[00:46:20.560] UAP disclosure statement. Uh, let me
[00:46:23.760] just tie that up before I wrap this all
[00:46:26.240] up. I I guess the most likely
[00:46:27.920] explanation for the current story is
[00:46:30.240] probably the one that Christopher Sharp
[00:46:32.079] has been reporting for the last few
[00:46:33.839] months. Uh, a White House centered
[00:46:36.800] effort
[00:46:38.400] involving UAP records. We've got that
[00:46:41.440] going on. uh an inter agency board, some
[00:46:45.200] outside advisors,
[00:46:47.440] and contingency planning.
[00:46:50.160] I don't really know if that amounts to
[00:46:51.760] anything. If that's just like, you know,
[00:46:54.560] let's just
[00:46:56.800] give the people something something to
[00:46:58.720] talk about if anything's going to come
[00:47:00.240] out of this. I mean, I suppose in
[00:47:02.319] theory, you could say that could
[00:47:04.800] eventually lead somewhere.
[00:47:07.680] Doubtful. Very doubtful. I mean,
[00:47:09.440] Washington produces plans all the time
[00:47:11.440] that stay on shelves forever. So,
[00:47:15.359] that public process that we've already
[00:47:18.160] been talking about, I guess I will judge
[00:47:20.240] it by what it releases and what access
[00:47:23.359] it creates. And there's still like a lot
[00:47:25.359] of promises that they're giving us. And
[00:47:27.599] so far, we haven't really seen any of
[00:47:29.760] those promises to come to fruition. it
[00:47:32.640] um if if it actually produces like
[00:47:35.359] meaningful historical records
[00:47:38.319] um and and like protected firsthand
[00:47:41.680] testimony
[00:47:43.839] if it produces meaningful congressional
[00:47:47.040] access
[00:47:48.960] and evidence that independent people can
[00:47:51.760] examine.
[00:47:53.839] Those would be those would be useful.
[00:47:55.760] Those could be those could be things
[00:47:57.200] that we could say, "Okay, we'll accept
[00:47:59.520] that. Let's have more." That's a big ask
[00:48:02.640] and I I'm really not expecting it. I
[00:48:04.960] doubt that many people really are. Um if
[00:48:08.400] however this whole process
[00:48:10.960] produces
[00:48:13.119] uh another
[00:48:15.520] carefully worded acknowledgement
[00:48:19.599] followed by coordinated messaging
[00:48:22.960] and public health monitoring
[00:48:26.319] and
[00:48:28.079] continued secrecy around legacy
[00:48:30.160] programs. Uh well then we're looking at
[00:48:33.200] nothing other than disclosure
[00:48:34.400] management.
[00:48:36.880] So when I hear that Washington has a
[00:48:38.880] plan to prepare us for NHI, I would like
[00:48:41.920] to see it. I would like to know what
[00:48:45.280] these officials believe people must be
[00:48:48.079] prepared to learn.
[00:48:50.319] Are they preparing for the discovery
[00:48:52.720] that we've never been alone?
[00:48:56.079] uh like if that were to happen one day
[00:48:58.640] or are they preparing for the public to
[00:49:00.960] learn that its own government has hidden
[00:49:04.480] the most important fact in human history
[00:49:06.559] for 80 years give or take. Like until we
[00:49:10.480] see the plan
[00:49:12.960] uh until we see the evidence and the
[00:49:15.359] historical accounting this is not
[00:49:18.079] disclosure
[00:49:19.599] not by a long shot.
[00:49:22.240] So something seems to be happening in
[00:49:24.800] Washington. Okay, we want to watch it
[00:49:26.800] closely and and we also just want to
[00:49:29.200] remember who controls the information,
[00:49:32.400] who built the old secrecy system, and
[00:49:36.480] who now wants responsibility for
[00:49:39.520] managing our reaction when some portion
[00:49:43.599] of the truth finally comes out.
