Short answer
The bridge-and-water correspondence is a real qualitative hit in the material shown, but the clip has low evidential weight, approximately ~20/100. The production presents the following sequence:

There is no blind scoring
The presenter and participants evaluate the match after seeing the target. A stronger protocol would give a blind judge the complete response packet and all four possible targets, then require a rank ordering under a rule fixed in advance. The clip instead highlights selected correspondences narratively. This permits subjective matching and does not yield a calculable chance probability.
The target pool is hidden
Only envelope four's destination is disclosed. If the other three targets also contained water, bridges, large structures, curves, or vertical supports, the response might fit several targets. The statement that McMoneagle "could have described anything in London" treats the target pool as unlimited even though the actual choice was among four prepared envelopes.
One trial cannot establish a rate
McMoneagle says he had completed more than 4,000 laboratory tests, reached the target 25 to 28 percent of the time, and was about 85 percent correct when on target. How it fits the larger evidence
The 1995 American Institutes for Research report An Evaluation of Remote Viewing: Research and Applications reached a deliberately mixed conclusion. Its review found statistically significant laboratory hits above chance, while also finding that the effects could not be unambiguously assigned to paranormal ability rather than judges, targets, or methods. Its operational review found vague, inconsistent, and inaccurate specifics and reported that remote viewing had never produced actionable intelligence. The report concluded that continued intelligence use was not warranted.
The CIA's later public summary characterizes the same record as containing nonrandom results that were too unreliable, inconsistent, and sporadic for operational use.
A more favorable 2023 review by Patrizio Tressoldi and Debra Lynne Katz, Remote Viewing: A 1974-2022 Systematic Review and Meta-Analysis, reported 36 studies and 40 effect sizes, with an average effect size near .34 after excluding one outlier. That paper also reports extremely high heterogeneity, a larger average effect in non-peer-reviewed studies, no preregistered studies, and too few adequately described studies to compare self-judging with independent judging. The paper's existence means the experimental literature is more contested than a simple "nothing above chance" account suggests. It does not make this television trial controlled or independently scorable.
